Planning
Planning and budgeting are often viewed as low priorities for health officials and staff focused on more pressing health care service delivery needs. Ministries of Health and subnational units are often saddled with overseeing and implementing various vertical programs with separate funding and program implementation requirements without the systems and processes for planning and implementation across programs and schemes. Assisting health officials and staff, particularly those accountable and responsible for utilizing financial resources, to adopt better planning and budgeting practices, is important for strengthening the overall capacity of the health system to deliver better services.
Health Systems 20/20 works with Ministries of Health and subnational units in developing countries to develop planning processes and systems for better integration of vertical programs and to link those systems with the budgeting process. Our partners have experience working with Ministries of Health and subnational units in developing countries to develop and implement health information systems to enable better informed decisions on service delivery, to automate workflow for more efficient processes, and to develop systems for enhanced data analysis capabilities. The project’s emphasis is on developing management skills and operational systems to enable health institutions to plan proactively, and anticipate and effectively address ongoing and new challenges relating to providing priority population, health, and nutrition services to the poor.
