Building a New Generation of Leaders in Egypt

Leadership and management training is an essential ingredient in any strategy aimed at bringing about organizational change to strengthen health services. Health Systems 20/20, in collaboration with the Egyptian Ministry of Health (MOH), recently announced plans to establish a “Leadership Academy” as a sustainable Egyptian institution to build management capacities within the public health care system. Leading MOH officials and health experts gathered in Cairo in January for an orientation session to launch plans for the Academy.
At the session, Dr. Nasr El Sayed, Undersecretary to H.E the Minister of Health for Preventive Health and Family Planning, reiterated his support for the Minister’s request to establish a Leadership Academy to ensure efficient provision of health services. Ms. Elizabeth Warfield, USAID Egypt Human Resources for Health Office Director, expressed USAID’s support for the Academy. Dr. Essam El Toukhy, Professor at Cairo University, and MOH supervisor on the implementation of the Academy, described the long range goal of the Academy to be a sustainable institution that builds leadership and management capacities to support implementation of health sector reforms. He outlined the steps that have been taken to date to establish the Academy including carrying out a needs assessment to identify leadership and management training needs.
The Academy aims to:
- Provide courses tailored specifically to the needs of public health care sector personnel
- Ensure that all MOH staff speak the same language relating to leadership and management
- Deliver practical and skill-focused leadership and management training
- Assess the impact of the Academy on the MOH
- Achieve long-term sustainability of the program
